CHINESE SCIENTISTS ABOUT UZBEKISTAN\'S PRESIDENCY IN THE SCO
In 2015-2016 our country chairs the Shanghai Cooperation Organization (SCO). In this connection, a high-profile international research university located in the cradle of association - the city of Shanghai, recently posted a detailed article on the activities of Uzbekistan in the SCO on its website.
The paper authored by a group of specialists in international university noted that Uzbekistan stands for the strict observance of the purposes, objectives and principles established in the Charter of the SCO to ensure safety and stability, improve the socio-economic well-being of the region, increase the efficiency and international authority organization.
Experts remind that up to date Uzbekistan twice chaired the structure - in 2003-2004 and 2009-2010. It is underlined that during the first presidency of Uzbekistan the important documents were signed in terms of institutional set-up of the organization. Among them it is indicated the Regulations on the Status of Observer at the SCO and Order of the SCO Interaction with observers.
\"As a result, in 2004, Mongolia gained observer status, and in 2005 India, Pakistan and Iran also obtained. The signing of the Agreement on cooperation in combating illicit trafficking in narcotic drugs, psychotropic substances and their precursors became a significant advancement. This document has created a legal framework for multilateral cooperation to counter the threat of drugs\", - says the article.
The authors state that in 2004 in Tashkent the Executive Committee of the Regional Antiterrorist Structure (RATS) of the SCO started functioning. In the same year, on the initiative of Uzbekistan the Institute of Meetings of Security Councils Secretaries has been created which represents a coordinating and consultative mechanism for security cooperation in the SCO framework.
Speaking about the foreign policy efforts of Uzbekistan during the second presidency of the association, Chinese scientists say that in the years 2009-2010 were a period of dynamic development of the SCO, including the expansion of its contact with other international institutions. In this regard, it is reported the signing the Joint Declaration on Cooperation between the Secretariats of the UN and the SCO in April 2010 in Tashkent. As experts emphasize, the said declaration marked the beginning of official cooperation between the two organizations.
As stated in the article, the Regulations on the procedure for admitting new members to the SCO was one of the most important documents which contributed to the adoption of active work in Uzbekistan to achieve consensus and consolidated approaches by all member countries. \"The document represents a significant step in creating the legal framework for the further expansion of the SCO. It established the basic criteria to be met by the State, wishing to obtain full membership of the organization. Thus, the open nature of associations becoming increasingly attractive for many countries has once again been confirmed\", - the authors of the material state.
Experts also reminded that during the second presidency of Uzbekistan a mechanism for the Meetings of Heads of Ministries and Departments of the SCO Member States on Science and Technology has been launched. In addition, thanks to the active efforts of our republic agreements on cooperation in agriculture and the fight against crime has been signed between governments.
\"In the years 2015-2016 the Republic of Uzbekistan once again received the responsible mission of the SCO presidency which coincided with the 15th anniversary of the founding of the organization, - the Shanghai University scientists write. - Thanks to the active efforts of Uzbekistan in the last year concrete results are achieved in key areas of SCO activity.\"
In this regard, it referred to the signing of the Memoranda of granting the partner status in the dialogue with Cambodia, Azerbaijan, Armenia and Nepal. It is emphasized that the negotiation process continues for the adoption of the SCO in the largest countries in South Asia - the Republic of India and the Islamic Republic of Pakistan.
\"In late May, it is conducting a session of the Council of Foreign Ministers. In June a meeting of ministers of culture is scheduled, as well as the meetings of the Interbank Association Councils and The Board of the SCO Business Council. The main event will be a meeting of the Council of Heads of Member States. The summit will adopt a number of important documents which will determine the main directions of development of the organization in the medium and long term\", - the Chinese experts sum up.
