The UN Special Raporteur on Torture Mr. Teo van Boven visited Uzbekistan in November 2002 upon the invitation of the Government of the Republic of Uzbekistan.

In response to the concerns of the UN High Commissioner for Human Rights Louise Arbour for the court examinations that as though it delivered unfair and unfounded verdicts against those who took part in mass disorders in Andijan, the Prosecutor-General?s Office makes the following statement:

Mr. Chairman, Esteemed Secretary General, Ladies and Gentlemen, In the first place I should like to welcome our colleagues who are taking part in this meeting and express our gratitude to the Slovenian authorities for their hospitality and for the excellent organization of the meeting.

On 5 December 2005 Tashkent Regional Criminal Court completed hearings and announced of a verdict on criminal cases opened against 13 and 12 defendants who were participated in terrorist acts and other very grave crimes committed in Andijan on 12-13 May 2005.

The trial in Tashkent of 15 individuals in relation to the terrorist attacks committed in Andijan in May 2005 was conducted in accordance with national legislation, which in its turn corresponds to the standards and norms of the international law.

On May 12 ?13, 2005 the several groups of the armed persons carried out the number of terrorist acts in the city of Andijan, which have resulted in the death of 187 people.

At the present moment in the field of human rights the followings have been carried out in Uzbekistan.

Women?s Committee of Uzbekistan, the Ministry of Cultural Affairs and Sports, Ministry of Public Education, Higher Educational and Special Institutions, Ministry of Defense of the Republic Uzbekistan, Tashkent City Administration, Council of Federation of Trade Unions of Uzbekistan, the International nongovernmental charity fund ?For Healthy Generation?, Fund at Development of Children\'s Sports at the Ministry of Public Education, the International Organization of Businesses of Uzbekistan and Foreign Countries, Republican Fund \"Mahalla\" (Locality), Federation on synchronized swimming of Uzbekistan organized traditional VI International tournament on synchronized swimming \"Water-Nymph\".

On 5-6 September 2005, investigative group of the General Prosecutor?s Office presented a report on the results of investigation on Andijan events to the independent commission of the Oliy Majlis of Uzbekistan.

On August 8, 2005 the President of Uzbekistan signed the Decree ?On Transferring to Courts the Right to Issue Sanctions for Arrest?.

The provision of the efficient protection of human constitutional rights and freedoms, above all the right for protection from unfounded criminal prosecution and interference in one?s private life, personal immunity as well as the right for fair trial is the most important tasks of the ongoing judicial reform in Uzbekistan.

On 28-29 July 2005, UNHCR structures in Kyrgyzstan, in violation of all procedures and norms of international law and decisions of UNO, carried out a so-called humanitarian evacuation from the territory of Kyrgyzstan of some 440 citizens of Uzbekistan, which crossed the border during the tragic events in Andijan on 12-13 May and stayed on the territory of Kyrgyzstan.

The Ministry of Higher and Secondary Specialized Education of the Republic of Uzbekistan is the agency in charge of arranging the study of foreign students in Uzbekistan.

Due to the broad discussion in the mass media, statements and addresses by individual politicians and analysts with regard to the Declaration by the Heads of the SCO member-states adopted in Astana, concerning the need that the relevant members of antiterrorist coalition on Afghanistan have to determine the deadline terms of temporary use of land infrastructure sites and stationing of military contingents on the territory of the SCO member-states, the Ministry of Foreign Affairs of the Republic of Uzbekistan states the following:
