JOINT STATEMENT ON THE INADMISSIBILITY OF THE USE OF FORCED CHILD LABOR IN THE AGRICULTURAL WORK

Council of the Federation of Trade Unions, Association of Farmers of Uzbekistan, Ministry of Labor and Social Protection of the Republic of Uzbekistan.

Reaffirming their commitment to and responsibility for the country\\\'s ongoing socio-economic policies aimed at ensuring social welfare and social welfare, especially the younger generation, based on the legislation of the Republic of Uzbekistan, protecting children\\\'s rights, including the Law \\\"On Guarantees of the Rights of the Child\\\",

Taking to the execution of ratified by the Republic of Uzbekistan International Labour Organization Convention concerning the Prohibition and Immediate Action for the Elimination of the Worst Forms of Child Labour Convention concerning Minimum Age for Admission to Employment,

Recognizing under intolerable forms of child labour, any work which by its terms or the circumstances of its performance degrades and exploits, harms the health or physical, mental or moral development of children, or hinders access to education,

state:



1. Large-scale socio-economic changes undertaken in the country since the early days of independence eliminate the economic and social conditions for the use of forced and inappropriate child labor, including the production of agricultural products.

Various kinds of false insinuations and fabrications individual engaged with foreign enterprises and organizations and the media of mass coercion of children to participate in agricultural activities are aimed at undermining the highest rating of agricultural production in Uzbekistan, first of all cotton in foreign markets and thereby slow economic growth and successful social reforms in Uzbekistan, and have nothing to do with concern for the Protection of the Rights of the Child.

2. It is worth mentioning that almost all the cotton is going to the owners - the farmers who are not economically interested in the mass conscription of children in the assembly of cotton.

3. Given the importance attached to education of the younger generation of hard work, taking into account national traditions of education of children and their desire to participate by their work to improve the welfare of his family, it is advisable encouraged moderate voluntary participation of children in wealth creation through labor in the household and family businesses.

Moreover, the involvement of children aged 15 to work, and students in secondary specialized professional institutions - to graduation, including agricultural labour is allowed to labor education, vocational guidance on a voluntary basis, with the consent of parents or persons replacing parents and within the approved training programs within the limitations prescribed by law.

4.Agricultural producers, including farmers, engaging in voluntary work children older than 15 years, commit themselves to fair remuneration, compliance with the legislation for this category of workers work and rest, to ensure safe working conditions, providing a full hot meals and provide necessary medical service as specified in the Labor Code.

5. Attracting children to work, including work on business or farm, is allowed only after school hours and should not prevent the full education of children in secondary and secondary special vocational educational institutions, the mastery of their full training program.

6. Any form of forcing children to work with any party, including the threat of sanctions against them or their parents, is unacceptable and punishable under the laws of the Republic of Uzbekistan.

7. Public control over the prevention of forced child labor assumes the Association of Farmers of Uzbekistan and Federation Council of Trade Unions, and state control is vested in the Ministry of Labour and Social Protection of the Republic of Uzbekistan.

For these purposes, the Association of farms of Uzbekistan and Federation Council of Trade Unions will be created ad hoc joint working group.
