ELECTIONS TO THE OLIY MAJLIS OF THE REPUBLIC OF UZBEKISTAN AND LOCAL KENGASHES OF PEOPLE’S DEPUTIES..
The Movement of Entrepreneurs and Business People – the Liberal Democratic Party of Uzbekistan (UzLiDeP), the Adolat Social-Democratic Party of Uzbekistan, the Milliy Tiklanish Democratic Party of Uzbekistan and the People’s Democratic Party of Uzbekistan have held congresses in Tashkent. During the meetings, parties analyzed the outcomes of works over the report period, defined tasks for active participation in the upcoming elections, and nominated candidates for the Legislative Chamber of the Oliy Majlis.
Spirituality and culture are in spotlight
At the 3rd Congress of the Milliy Tiklanish Democratic Party of Uzbekistan delegates comprehensively and critically discussed the results of efforts and endeavors for the past five years.
The party during the implementation 2009 election program focused on building a democratic state and a strong civil society, strengthening the legal framework for activities in the areas of spirituality, culture and science.
The protection of national interests, conservation and enhancement of customs and traditions, rich historical heritage of the people and awareness and adoption in the population minds the idea of national revival were at the center of constant attention.
Mavluda Alimova, deputy of the Legislative Chamber of the Oliy Majlis from the Milliy Tiklanish Democratic Party of Uzbekistan, said, “The party despite the ample opportunities didn’t fully implement all of them. There is much work to consolidate the efforts to improve the effectiveness of party structures in all directions to implement the existing capacity.”
The party members stressed the need of further revitalization of the faction and party groups in representative bodies, boosting the work of the primary party organizations. Particularly they noted that based on the program objectives, the further development of spheres of spirituality, enlightenment and culture would continue to be at the focus of the party.
Given that tourism plays an important role in promoting the unique spiritual and historical heritage of the Uzbek people, they put the goal to further develop domestic tourism infrastructure, making changes and amendments to the legislation in this regard and develop new bills in this area.
The delegates paid special attention to the problems of the forthcoming elections to the parliament and local councils of people’s deputies. They indicated the necessity of party organizations decent participation at all levels of the election campaign, effectively exploit modern election technologies, improve the work of election headquarters and advocacy groups and bolster training of observers, representatives and agents.
The forum made changes and additions to the program of the Milliy Tiklanish Democratic Party of Uzbekistan and approved the party electoral platform. During the event great thinkers` heritage study, upbringing harmoniously developed generation worthy of the great ancestors were marked as priorities. At the same time participants stressed that constant attention during the organization of party events for young people members should pay to patriotic topics.
Targeted social assistance
Delegates representing the 395,000 members of the People’s Democratic Party of Uzbekistan (PDPU) attended the 8th party Congress.
Members of the Congress focused on suggestions received during preliminary discussions of pre-election documents at meetings and conferences of party organizations.
The participants emphasized that efficiency improvement of the ongoing economic reforms through a strong social policy in the interests of majority should be party’s key priority.
The delegates noted that PDPU protects interests of people who are in need of targeted social protection and the state and society support.
Among them are self-employed workers without professional qualifications, permanent job and solid income, pensioners and poor. The main focus of support for working population should be to ensure their employment, stable jobs establishment with decent salaries.
The party will pay great attention to creation of conditions for young people to choose a profession and guaranteeing jobs after graduation. It will take an active part in the formation of a flexible system of pensions and social benefits to ensure full satisfaction of vital needs of pensioners, disabled people and children without parental care.
In order to achieve these goals the delegates made a proposal to use a variety of effective mechanisms for systematic monitoring carrying out in regions. In this process PDPU public receptions at local councils should play an active role.
The congress attendees stressed the need to revitalize party groups at local councils of people’s deputies to elaborate a medium-term investment programs for the development of goods and services production, balanced with regional programs on jobs and training creation, pay more attention to issues of women and youth concern and form their active citizen’s position. On behalf of the electorate PDPU need to continue work on introducing public and party experts` proposals to new bills by exploiting their extensive discussion.
The PDPU electoral platform was adopted. The nominated candidates for the lower house of the parliament was obliged during upcoming meetings with voters deeply study their solve problems at the level of representative bodies and provide support to the People’s Democratic Party of Uzbekistan at the elections.
Justice as the main criterion
The Adolat Social-Democratic Party of Uzbekistan at its 6th assembly has considered the results of the key priorities implementation over the reporting period, taking into account the party’s basic thesis ‘Justice is the main criterion of our lives’.
Tulkin Abdusattorov, deputy of the Legislative Chamber of the Oliy Majlis from the Adolat Social-Democratic Party of Uzbekistan, said that “over the past five years, the party initiated the adoption of more than 10 acts of legislation. As part of the election program it consistently implemented projects on improvement of the social infrastructure, education and health reforming, protection of ecology and environment and others.”
Party, founded in 1995, brings together more than 102 thousand members, 3,237 primary party organizations in all regions of the country as well as 196 territorial divisions and deputy groups in local representative bodies.
Forum delegates also noted that the existing potential wasn’t not fully utilized during the implementation of party program goals and the Adolat Social Democratic Party of Uzbekistan didn’t use all reserves in the lower house of parliament to advance the interests of its electorate.
Members stressed the need of further boosting of the parliamentary groups in the local councils of people’s deputies and overcoming passivity inherent in some subdivisions. The participants indicated the importance of enhancing political and legal culture of the party members and activists.
Particular attention was paid to the preparation for the forthcoming elections to the Legislative Chamber of Oliy Majlis and representative bodies on the ground as well as an efficient operation of election headquarters at all levels.
The assembly approved the party electoral program. The program defined the party’s role and place in solving urgent problems of democratization and modernization of the country, deepening socio-economic and socio-political reforms. Particular attention was paid to the social sector, namely education, health, innovation and introduction of modern high-performance technologies, and boosting social partnership.
Robust economy implies a prosperous country
Over 300 delegates from all regions of the republic attended the 6th Congress of the Movement of Entrepreneurs and Business People – the Liberal Democratic Party of Uzbekistan (UzLiDeP).
Forum participants emphasized that the party during the implementation 2009 election program paid particular attention to the development of small business and private entrepreneurship, farming movement and diversified farms, creation a favorable business environment for entrepreneurship.
Speakers noted that UzLiDeP realized more than 10 projects in all regions of the country, aimed at further improving the social and political participation of women and youth and their greater involvement in small business and entrepreneurship.
In the Legislative Chamber of Oliy Majlis the party based on the electorate interests showed effective legislative activity. Deputies from UzLiDeP initiated adoption of many laws in parliament to promote a more accelerated development of the private sector, which became the country’s economic mainstay.
Participants at the congress emphasized that a lot of work has to be done on enhancing the effectiveness of the party structures in all directions to use existing capacity and overcome the shortcomings and mobilize unused reserves. There is need for further revitalization of the faction and party groups in representative bodies, including hearings of executive bodies` reports on various issues.
The main issue of the forum was discussing and making decisions on participation in the upcoming elections.
Members approved the party’s election platform which determined the boosting of its role in deepening of market reforms and liberalization of the economy, supporting entrepreneurs and farmers, forming the most favorable climate for small business and private entrepreneurship. That is a very reason why the motto of this platform is ‘Strong middle class secures a strong competitive economy and a prosperous country’.
