The first meeting of the Senate of Oliy Majlis of Uzbekistan
In Tashkent, on January 22, was held the first meeting of the Senate of Oliy Majlis of Uzbekistan.
The meeting was attended by President of Uzbekistan Islam Karimov.
The event was attended by heads of state authority and administration, members of the media.
As provided for in the legislation of the country, the chairman of the Central Election Commission of the Republic of Uzbekistan M. Abdusalomov declared the first session of the Senate of the Oliy Majlis open. Then the members of the Senate elected the first meeting of the Secretariat and the group controlling the use of an electronic voting system, approved the agenda.
At the meeting it was noted that the formation of the Senate have passed on the basis of democratic principles of openness and transparency, in full compliance with the requirements of national legislation. At joint sessions of deputies of Jokargy Kenes of Karakalpakstan, representative bodies of state authority in regions, districts and cities elected 84 senators. 16 members of the Senate are appointed by the President of our country.
It was also emphasized that the Senate is formed from a number of reputable people with extensive experience and outstanding achievements in science, art, literature, industry and other spheres of public activity.
At the meeting the President of Uzbekistan Islam Karimov addressed a speech.
As you know, ten years ago, we have transformed our unicameral parliament in bicameral, the head of our state. Thus, we have formed a working continuously on a professional basis Legislative Chamber and the upper house - the Senate, which acts as a legislative body of territorial representation and secure such an order that the Senate are elected representatives from all 14 regions of Uzbekistan - the Republic of Karakalpakstan, regions and Tashkent city - from among the members of regional, district and city councils.
Undoubtedly, all of you are well aware that, given the centuries of rich history of our native of Uzbekistan, its identity and geographical features of each of the 14 regions that make up the country, has its historical, socio-economic differences, their unique culture and traditions. And life itself demands that we never forget about it, Islam Karimov said.
In this regard, based on the patterns of development of our economy, the development and approval of our plans to meet the needs and interests of each region - whether it\'s region, district or city - first of all it is necessary to take into account these features.
Secondly, the creation of a bicameral parliament, we set a goal - to create a system of checks and balances aimed at effective implementation of the Parliament of its powers, to make informed and careful decisions.
Third, given the fact that the Legislative Chamber operates on a permanent professional basis, provided a significant improvement of the quality of legislative work of Parliament, which is the basis of modern parliamentarism.
Fourth, because the Senate is mainly composed of representatives of local councils and represents entities of Uzbekistan, was supposed to achieve a balance between national and regional interests.
Fifth, in order to further expand the scope of public participation in the political life of the country has been determined the formation of the upper house - the Senate from among the members of regional, district and municipal representative bodies.
If each of the lower chamber of Oliy Majlis - the Legislative Chamber on a professional basis engaged in the development of legislation, law, you, the members of the Senate must first assess the laws adopted in the interests of the regions in order not to disturb the balance in these matters must remember that is the representative not only a specific area, but also all the people of Uzbekistan, President said.
From this perspective, you must always remember the enormous role and significance of the Senate, at the same time its responsibility to further improve the quality and effectiveness of the law, said the President of our country.
As we know, from the moment the country has started to operate a bicameral parliament, some presidential powers were transferred to the Senate. The Senate was authorized on the basis of the submission of the President of the Republic of Uzbekistan to declare amnesty, to decide the appointment and dismissal of employees and other diplomatic representatives of Uzbekistan in foreign countries.
In addition, the Senate exercise parliamentary control over the activities of the executive branch. It annually reviews the draft state budget, supervises its implementation, hears reports of heads of state bodies.
Currently, the Senate conducts extensive work to improve the effectiveness of local councils of people\'s deputies of, the elections to the bodies of self-government on the high democratic basis.
In short, Islam Karimov said, the Senate over the past decade has proved its ability to make deep and carefully thought-out decisions on important matters of legislation, State and Social Construction.
However, the rapid changes taking place in the life of deepening the democratic reforms implemented by us in all spheres of public life, require further improvement of the Senate.
These questions will be discussed in detail at the joint session of the Oliy Majlis, said the President of our country.
Participants of the meeting discussed issues related to the organization of the activities of the Senate.
In accordance with Article 93 of the Constitution of the Republic of Uzbekistan President Islam Karimov presented nominations for President of the Senate and his deputies.
Senators elected by secret ballot by the Chairman of the Senate of the Oliy Majlis Nigmatilla Yuldashev.
Nigmatilla Yuldashev was born in 1962 in Tashkent, lawyer. Since 2011 he was Minister of Justice of the Republic of Uzbekistan.
His career began in N.Yuldashev trainee prosecutors Almalyk city, worked in the prosecutor\'s senior investigator, prosecutor control, head of department, head of the Department of the General Prosecutor, the Deputy Attorney General.
Vice-President of the Senate also elected by secret ballot Svetlana Artikova.
Svetlana Artikov was born in 1962 in Uchkurgan district of Namangan region. In 1987 she graduated from the current Tashkent State University. Specialty - a lawyer, for many years worked in the Prosecutor\'s Office of the Republic of Uzbekistan. In 2010-2014 she held the position of chairman of the Senate Committee on Legislation and Judicial and Legal Affairs.
Since 2014 worked as deputy chairman of the Central Election Commission.
In accordance with Article 86 of the Constitution of Uzbekistan one of the Vice-President of the Senate is the representative of the Republic of Karakalpakstan. According to this rule by secret ballot the Vice President of the Senate elected Musa Erniyazov.
Erniyazov Musa was born in 1947 in Kegeyli region of Karakalpakstan, majoring in electrical engineering. He held various positions and has accumulated a lot of experience. In particular, he worked as an engineer, head of section in building trust, the minister of housing and communal services, the chairman of the State Committee for State Property Management and Support of Entrepreneurship of the Republic of Karakalpakstan, khokim Chimbay District, Vice-Chairman of the Council of Ministers of the Republic of Karakalpakstan. He currently holds the position of Chairman of Jokargy Kenes of Karakalpakstan.
At a meeting of senators formed committees of the Senate of the Oliy Majlis on budget and economic reforms, on Legislation and Judicial and Legal Affairs, Defence and Security Affairs, Foreign Policy, Science, Education, Culture and Sports, on Agriculture, Water Resources and Environment, as well as elected their chairmen. Established a Commission of the Senate Rules and Ethics.
For all the issues considered relevant resolutions of the Senate adopted.
At this first meeting of the Senate of Oliy Majlis of Uzbekistan has completed its work.
