In Uzbekistan operate more than 6567 non-profit organizations
In the Legislative Chamber of Oliy Majlis of Uzbekistan has been held an enlarged meeting of the Committee on Democratic Institutions, NGOs and Civil Society of the lower chamber of parliament.
It discussed results of study of the status of implementation of Laws of the Republic of Uzbekistan \"On non-governmental organizations\" and \"On guarantees of activity of non-governmental organizations\" in Bukhara, Navoi and Namangan regions.
At the meeting was noted that the basic law of the country - the Constitution enshrines principles of non-governmental organizations, which created favorable conditions for development of an extensive network of NGOs, reflecting interests of various sectors of the population.
Currently, in republic operate more than 6567 NGOs that is more than 3 times more than in 2000. They include such public organizations as the Public Youth Movement \"Kamolot\", Women/\'s Committee of Uzbekistan Foundation \"Soglom Avlod uchun\" creative figures of Uzbekistan Foundation, NGO \"Nuroniy\", the National Association of NGOs and others. Number of citizens/\' assemblies and governments - Mahalla composed more than 10,000.
Adopted more than 200 laws aimed at strengthening the role and importance of civil institutions and solving pressing social and economic problems of the citizens, including the laws of the Republic of Uzbekistan \"On public funds\", \"On Charity\", \"On the bodies of self-government\", \"On non-state non-profit organizations\", \"On guarantees of activity of non-governmental organizations\", Resolution of the President of the Republic of Uzbekistan \"On measures to assist to the development of civil society in Uzbekistan\". These and a number of other documents have become an essential stimulus for development of the social activity of the institutions of civil society.
In addition, development of the institutional structure of the state support of NGOs in the face of the Parliamentary Commission established on the basis of decision of the Joint Councils of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan \"On measures to increase support for NGOs and other civil society institutions\", successfully operating the National Association of non-governmental Organizations of Uzbekistan and the Independent Institute for Monitoring the formation of civil society.
It was also noted that the great importance implement existing laws, improvement of law enforcement - constant monitoring of their performance, development of proposals to further improve institutional mechanisms for strengthening of the material-technical base, organizational and human resource capacity of NGOs to ensure their effective participation in the socio-economic and socio-political reforms.
As increases a role of the parliament in a democratic renewal of the country, as an important factor in performing these tasks, is the Institute of parliamentary control. In the framework of parliamentary oversight by the Committee for Democratic Institutions, NGOs and Civil Society Legislative Chamber of Oliy Majlis of Uzbekistan held Control and analytical activities in order to monitor progress of the Laws of the Republic of Uzbekistan \"On non-governmental organizations\" and \"On guarantees of activity of non-governmental organizations\" in regions of the country.
Studying the course of execution of these laws on the example of Bukhara, Navoi and Namangan regions, it was noted that the local large-scale work is being held to clarify the nature, meaning and implementation of these laws.
According to participants, is growing the role and importance of civil society as well as media, local authorities in the implementation of democratic reforms in the country, the implementation of social problems at places.
It was emphasized that only in the past year doubled the number of NGOs that participated in the implementation of government programs for socio-economic development (health, environment, employment, etc.). Increased by 2.2 times the number of regional NGOs which won Public Fund grant competitions at Oliy Majlis of the Republic of Uzbekistan.
Currently, out of 6567 non-profit organizations operating in Bukhara region were registered 438 (6.7%), NGOs, Navoi - 306 (4.7%) and Namangan - 386 (5.8%). In these areas over the past 10 years have seen a growing trend in the number of NGOs primarily business and farming areas, as well as in sports, environmental, cultural and historical areas.
On the example of regions covered by research, it is possible to note the dynamic growth of direct participation of the majority of NGOs (an average of about 50-70%) in grant competitions of Public Fund for Support of NGOs and other civil society institutions under Oliy Majlis of the Republic of Uzbekistan. Thus, during 2010-2012, 284 NGOs from Bukhara, Navoi, Namangan and filed 359 applications to participate in contests (an average of 1.3 per NGO project).
At the end of 2012, the number of NGOs that participated in grant competitions of the Public Fund has increased by almost 2.5 times in Bukhara and Navoi regions and by 2 times - in Namangan. The number of applications from three areas of applications for participation in grants competitions of the Public Fund also increased by almost 2.5 times.
In the deliberations of the Committee took part deputies of the Legislative Chamber, representatives of political parties fractions, leaders and officials of all regional departments of the Ministry of Justice, the Deputy Governor of Bukhara, Navoi and Namangan regions, heads of the State Tax Committee and the State Committee on Statistics of the Republic of Uzbekistan, officials of the National Television and Radio Company of Uzbekistan and many others.
Relevant decision of the Committee has been taken on results of the expanded session.
