80% of the advertising sales of Tashkent and Samarkand region account for advertising goods and services produced in Uzbekistan
Nowadays, at the advertising market of Uzbekistan operate 494 advertising agencies, of which 202 are in Tashkent and 38 in Samarkand region. In the advertising industry are actively introduced advanced high-tech means of advertising, particularly in Tashkent, 32 percent of the outdoor advertising function with LED and LCD-screens.
This indicator is more than 10 percent in Samarkand region.
Analysis of statistical data in Tashkent city and Samarkand region show that 70 percent of the outdoor advertising produced in the national language, 80 percent of all advertising sales - advertising goods and services of domestic producers, more than 50 percent of social advertising.
This information was presented at the meeting of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan on information and communication technologies on monitoring the execution of decisions of the Committee from July 30, 2012 \"On the state of implementation of the Law of the Republic of Uzbekistan \"On Advertising\" in Tashkent and Samarkand region on August 2nd of this year. At the meeting was also listened the information of managers of the State Committee on privatization, de-monopolization and Competition on the implementation of the most important tasks in the development of the advertising market in the country.
The meeting was attended by deputies of the Legislative Chamber, specialists of the Cabinet of Ministers, the State Committee on privatization, de-monopolization and Competition, relevant ministries and departments, representatives of advertising agencies, media and civil society.
The main purpose of the event - analysis of performance standards and provisions of the Law of the Republic of Uzbekistan \"On Advertising\", as well as discussions on development of the advertising market and development of specific proposals for improving legislative support of the development sector and law enforcement.
As was noted at the meeting, dynamic development of the advertising market in the country indicates that Uzbekistan has established a solid legal framework in this area. In particular, Law of the Republic of Uzbekistan \"On Advertising\" adopted in 1998 was an important milestone in formation and development of the domestic advertising market, improved business and consumer culture. Today advertising is not only a means of promoting products and services, but also an important area of public opinion, dynamically developing sector of the national economy.
During the meeting was noted that in the framework of implementation of Committee decisions as well as requirements of the legislation in the field of advertising, khokimiyats of Samarkand and Tashkent city adopted the comprehensive program of measures aimed at drastic improvement in the implementation of legislation in the field of advertising, the further development of the advertising industry.
As part of the implementation of these programs, a special commission on placement of outdoor advertising, organized work to explain rules and provisions of the legislation in the field of advertising.
Main attention is paid to promoting spirit and provisions of the legislation on advertising to advertisers, producers and distributors of advertising media, advertising promotion of domestic producers. In order to prevent negative effects, detect and deal with cases of unfair and hidden advertising on a systematic basis carry out preventive measures to prevent offenses.
In order to create conditions for full exchange of data, speeding up procedures for handling requests for outdoor advertising, improvement efficiency of interaction between advertisers, producers and distributors of advertising together with public authorities project to create a \"one stop shop\" that provide access to individuals and businesses to information about services and functions of the state government in the field of outdoor advertising.
However, analysis of the distribution and dissemination of promotional materials indicate that some producers of advertising and advertisers permitted use of unfair methods of advertising and other informational materials to promote their products and services.
In particular, agencies of the Antimonopoly Committee at places during 2012 and the first six months of 2013 conducted 730 studies (from them 84 in Tashkent and 21 in Samarkand, in the area). On results of the monitoring were recorded 377 cases of legislation violation in advertising (including 76 in Tashkent - and 30 in Samarkand region).
Typical violations of law on advertising are spreading false advertising of non-compliance provisions about advertising, failure to limit advertising time on television, as well as failure to provide materials related to promotional activities of the economic entities.
At the meeting was also noted that with the development of modern ICT and media technologies, emergence of new products and products having trouble identifying definition of advertising to the concepts of the new marketing communications. From this point of view, immediate challenge is to continuously improve regulatory mechanisms in the advertising sector, alignment with the requirements of the time, law enforcement, strict enforcement of existing legislation, improving efficiency of parliamentary deputies and control.
Heads and specialists of the State Committee on privatization, de-monopolization and Competition while making speeches at the meeting provided detailed information on current states and prospects of the advertising industry, steps taken by the Committee on further development of the advertising market, current issues of legislation improvement in this area. Along with other important tasks on optimizing the existing legislation, was noted that taking into account public interest is very important to ensure legally socio-oriented nature of the advertising activity of business entities, compliance with standards and traditions of public morality and national mentality.
In the course of the meeting representatives of political parties and the Ecological Movement of Uzbekistan made suggestions and recommendations of the unconditional and complete fulfillment of the requirements of the Law of the Republic of Uzbekistan \"On Advertising\", in particular, to further improve statistical reporting and monitoring of the advertising market, to ensure strict compliance order of outdoor advertising, rights and obligations of advertisers, producers, distributors and consumers of advertising.
As a result of the Committee\'s meeting, made appropriate decisions on further improvement of the advertising legislation and its enforcement.
