Legislative Chamber considers several draft laws
Legislative Chamber of Oliy Majlis of Uzbekistan held a plenary session to consider several draft laws on 19 July 2013, an information service of the lower house of the parliament said.
MPs considered a draft law “On introduction of changes and amendments to law “On employment of population, which was developed to improve regulation in the field of employment.
The draft law envisages additional guarantees for graduates of secondary special and professional, as well as higher education institutions. It also clarifies such terms as employment of citizens, unemployment, etc.
The draft law “On introduction of changes and amendments to Labour Code of Uzbekistan” was also considered at the session. It is directed at strengthening legal guarantees in labour relations and expansion of employment services, introduction of additional measures on ensuring population employment.
The draft law will allow to create necessary legal conditions to strengthen state guarantees of rights and interests of employees and employers.
MPs also discussed a draft law “On pledge registrar”, which sets legal mechanisms to create a single pledge registrar. The registrar will account pledged property and their illegal sale.
The pledge registrar will accrue data on pledged property, its processing and providing information to the third sides. The registrar will be a single database, which will include records on pledged property of legal entities and individuals. The draft law was passed and directed to the Senate for consideration.
MPs also discussed a law “On introduction of changes and amendments to some legislative acts in connection with adoption of the law “On private banking and financial institutions and guarantees of their activities”. The document is directed at harmonizing some legislative acts to clauses of the law “On private banking and financial institutions and guarantees of their activities”.
In particular, the draft law sets that planned inspections of private banks and financial institutions will be conducted once in five years.
Lower house of the parliament considered several draft laws in the first reading. In particular, MPs discussed a draft law “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with further stimulating attraction of foreign direct investments”.
The document is directed at further stimulating attraction of foreign investments into Uzbekistan, including into high technologic industrial sectors, improving investment climate, etc.
A draft law “On introduction of changes and amendments to Code of Uzbekistan on administrative responsibility” was developed to improve legal mechanism on receiving a 12-year education by the children.
The document sets administrative responsibility for hindering children to obtain education at secondary and secondary special, as well as professional education.
MPs passed the draft laws in the first reading and entrusted corresponding parliamentary committees to prepare them for the second reading.
