Uzbekistan has adopted a programme for integrated development of information and communication system for 2013-2020
On July 9, 2013 has been a meeting of the National Commission for Coordination of the Integrated National Programme for Development of Information and Communication system of the Republic of Uzbekistan for 2013-2020 with the participation of senior officials of the Cabinet of Ministers, representatives of the ministries and departments, as well as heads of public authorities at places, which was attended at the meeting via video conference.
This Republican committee, composed of heads of key ministries and agencies, formed to coordinate activities of state and economic management, on-going monitoring and decision-making to further improve delivery of online government services, optimize functional and operational processes and procedures of public bodies, reports the information service of the State Committee for Communications, Information and Telecommunication Technologies of the Republic of Uzbekistan.
Adopted government program for integrated development of information and communication systems of Uzbekistan for 2013-2020, which outlines tasks such as the provision of opportunity to carry out liaison with government authorities in electronic form, the introduction of the \"single window\" system of government. The program also determines measures to create complex information systems and databases of the \"electronic government\".
The objectives of the adoption of the program is to further development and widespread introduction in all sectors and spheres of life of modern information and communication technology, accelerated development of information resources, systems, and networks, as well as stimulating the expansion of range and improvement of online government services provided to public and individuals.
The implementation of projects under the program will allow the creation of modern high-tech infrastructure of information and communication and telecommunication technologies to provide required level of services quality and the creation of favorable conditions for development of interactive services to all segments of consumers.
During the session of the Republican Commission were considered priority measures for implementation of the development of telecommunications technologies, networks and communications infrastructure in the Republic of Uzbekistan for 2013-2020, projects and activities to build complex information systems and databases of the \"electronic government\".
Special attention was paid to the formation of the departmental list of public services, the development of regulations for each service provided by the state and the formation of a unified register of public services, as well as their translation into an online form, including single portal online public services (my.gov.uz).
The attention of heads of ministries and departments was drawn to the need of improvement efficiency of their operations on the basis of a fundamental review of the production management processes through the use of information technology and software products that improve the quality and accessibility of public services, simplifying procedures and reducing the time of their delivery, and reduced administrative costs on the part of individuals and organizations involved in obtaining public services.
As a result on discussed issues it was decided to conduct an inventory of public services, as well as the shapes and forms used by government agencies, the creation of the website of the Republican Commission for coverage of its activities and the implementation of the program adopted and carefully studying the international experience, in particular, the experience of the Republic of Korea.
