Modern cultural-leisure centers will be created in Uzbekistan
In the framework of the State program \"Year of well-being and prosperity\" by the Resolution of Cabinet of Ministers from June 25, 2013 ¹ 178 has been approved the complex of measures on formation in 2013-2018 years of the modern culture and leisure centers for public and the development of their material and technical base, as well as the Provision, running activities of these centers.
In particular, based on the 1777 cultural centers and clubs is being planned to create 894 center of culture and leisure of the population, 38 of which will be provided for disabled people. Centers will be established in all areas (cities) of the Republic of Karakalpakstan, regions and Tashkent city, taking into account the availability of the cultural services for general public.
Particular attention will be paid to the material and technical basis of the newly created centers. Suitable locations for center buildings should have the multi-purpose halls, according to the document centers should be equipped with modern information resources and periodical publications. Buildings for culture and leisure centers for population will be provided from the number of unused rural cinemas and clubs and agencies, organizations and enterprises of the former collective and state farms. Available there musical instruments and equipment that are suitable for use in the prescribed manner will also be transferred to the balance of newly created centers of culture and leisure of the population.
With special responsibility is recommended to conduct the staffing of centers, providing a 2-month period for certification of future workers.
For holding hobby classes at centers, according to the document, it is allowed to attract teachers of music and art schools, academic lyceums and professional colleges on a contract basis at the rate of not more than 0.5 rates.
According to the adopted Resolution on centers of culture and leisure of population their activity is not simply studying of public’s cultural needs but the possibility of providing a variety of services in educational and cultural entertainment, and creation an environment for lovers of amateur classes on artistic creativity, arts and crafts.
Regulation provides the establishment of three types of the centers. A type of the center will depend on the number of served public.
Centers of the I type are being created in cities and administrative centers of the region (the number of served public more than 40 million people) are distinguished by the presence of the auditorium with a capacity of at least 400 seats and are supporting organizations in Methodologic work for the centers of the other two types.
The centers designed for the II type, cities and regional centers as well as rural areas (the number of served people more than 20 thousand, an auditorium of 250 seats).
Centers of III type will operate in cities and regional centers as well as rural areas (the number of served people more than 7 million, an auditorium with a capacity of 150 seats).
In the cities and regional centers may be set up centers I, II and III types, based on the number of served people, and in rural areas - only the centers of the II and III types.
Among the objectives of the centers can be called the most important tasks such as the creation of online studios, courses on information and communication technologies and foreign languages by means of electronic resources, the organization of exciting performances, weddings and other special occasions, holding both permanent and temporary exhibitions of photos and crafts, the creation and organization of the studios and hobby groups, etc.
In addition, the Regulation regulates the rights, duties and responsibilities of the centers, and the terms of financing their activities, reports norma.uz.
