Over the years of independence the national press has fundamentally refreshed and is dynamically evolving in line with modern requirements. Today, domestic journalists clearly realize the essence of the processes taking place in the modern world, set goals of continuous self-improvement, development of advanced information and communication technologies, explore the Internet.

It is worth to mention all conditions provided for the quality operation of the media. The legislative base is getting streamlined: the country approved more than ten laws, including the Law ‘On mass media’, ‘On protecting professional activities of a journalist’, ‘On publishing’, ‘On guarantees and freedom of access to information’, and others. Streamlining of judicial framework is underway. The ideas of reformation of information sector, ensuring the freedom of expression and information, as proposed in the ‘Concept of intensifying democratic reforms and forming the civil society in the country’ are carried out today. Meanwhile, the draft laws ‘On the openness of state authorities and administration’, ‘On economic foundations of the media’, ‘On guarantees of state support for the media’ are destined to significantly influence on the development of the media industry.

The legal foundation contributes to consistent raise of quality and efficiency of the national press, as well as expansion of the network of independent media and introduction of marketing mechanisms in the information sector. It is noteworthy that implementation of large-scale institutional reforms aimed at the development of independent media is an important condition for the formation of civil society and democratization of the information sector. There are certain public organizations to support nongovernmental media sector: Creative Union of Journalists, National Association of Electronic Mass Media, Public Fund for Support and Development of Independent Print Media and News Agencies of Uzbekistan, and many others.

Electronic media intensively develop nowadays: over the last 10 years their number has increased seven times. As noted by the President in his congratulatory message to journalists of Uzbekistan, \"... today, in the age of globalization and the Internet, it is difficult to imagine the progress and our life in general without information and modern information and communication technologies, television and other media, without your versatile activity, dear journalists... \". Indeed, the growing interest in online journalism as the most rapid and efficient means of information is an important factor for the national press to take a worthy place in the international media space.

In his last year’s congratulatory message the head of state took a very important initiative. In order to increase the effectiveness of the press the President proposed to build a well-functioning system of attracting public attention to the most important publications. The initiative resulted in a monthly monitoring of the most relevant and effective materials, published or transmitted, with a special focus on analytical and critical performances.
