MPs consider several draft laws in second reading
Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 6 June 2013.

In particular, MPs considered a draft law “On introduction of changes and amendments, as well as abolishment of some legislatives acts of Uzbekistan”.

The draft law was developed for further strengthening rights and interests of business entities and liberalization of responsibility measures, used against them, improve business environment and development of small and private businesses.

The document will introduce changes to laws “On accounting”, “On standardization”, “On certification of goods and services”, “On exchanges and exchange activities”, “On protection of consumers”, Tax Code, Customs Code, and others.

The draft law abolishes financial sanctions against legal entities, which are not related with tax and mandatory payments. At the same time, it increase administrative responsibility for management of business entities for repeating violations, etc.

The document also strengthens responsibility for implementation of the orders on creation of new jobs in the places, social protection of people, and others.

The draft law also strengthens measures on responsibility of producers for quality of goods and rendered services, sales of goods with expired term and products without expiration term.

It also improves responsibility for failure to ensure access of people with disabilities to social infrastructures such as healthcare and sport buildings, etc.

MPs considered a draft law “On introduction of changes to some legislative acts of Uzbekistan in connection with further improving system of training and certification of scientific and scientific-pedagogic cadres of high qualification”.

The draft law introduces one-level system of after university education and assigning doctor level in line with international standards.

MPs also considered a draft law “On assessment of compliance”, which is directed at ensuring life and health of people, property of legal entities, individuals and state, protecting environment, compliance of goods and services to standards, increasing quality of goods, etc.

After discussions, the draft laws were passed in the second reading.

Legislative Chamber of Oliy Majlis of Uzbekistan held a session on 7 June 2013 to consider two draft laws in the second reading.

MPs discussed a draft law “On preventing spread of diseases, caused by human immunodeficiency virus (HIV)”, which is directed at fighting HIV/AIDS in Uzbekistan.

The draft law reflects norms on regulating legal relations and determining state policy in combating spread of HIV. The law sets norms on order of holding medical examination.

The draft law will expand work and implementation of measures in this direction and determine authorities, rights and liabilities of responsible people.

The document sets authorities of the Cabinet of Ministers, Ministry of Healthcare, state bodies in places in fighting HIV infection. MPs also considered a draft law on establishing criminal law on unsanctioned connection to oil and gas pipelines, as well as damaging them.

Oil and gas products are strategically important resources of the country and stealing them via unauthorized connection to pipelines is a threat to economic potential of the country, health of population and nature.

MPs underlined that theft of oil and gas products from pipelines are conducted by group of persons and requires established channel of sales of stolen products. At the same time, stealing of gas condensate and oil damages environment and allows to spread low quality oil products among population.

It was noted that it is necessary to set effective system of control over pipelines along with strengthening responsibility for theft of oil and gas products.

The draft law sets responsibility for illegal connection to electricity and heating energy, natural gas, damaging meters, etc.

Both documents were passed in the second reading. MPs also considered other issues of their jurisdiction. (Source:UzDaily.com)
