Training rules get revised in Uzbekistan
The government has approved the state educational standard for foreign languages in continuing education.
The standard defined the level of knowledge and training of schoolchildren and students in foreign languages, it serves as the basis for the creation of curricula, textbooks and teaching aids.
Essentially new in the state standards turns that they now envisage the rules, taking into account that now the language learning begins with the first grade. Another novelty is that now demands to the level of mastering of foreign languages at each grade of study are correlated with the requirements of the Common European Framework of Reference for Languages: Learning, Teaching, Assessment. Thus, the highest level mastering of foreign language should have alumni of undergraduate and postgraduate language courses, it will meet the level of C1 on CEFR that is the primary professional.
Furthermore, on the basis of the approved standard it will be developed controlling and measuring parameters for state certification, training programs specific to the institution.
The new standard is detailed a linguistic competence of foreign language proficiency, which describes the requirements for the knowledge of language issues in the field of phonetics, vocabulary and grammar, as well as speech. Special attention is paid to the sociolinguistic competence, which describes the requirements for the skills of students for choosing the right linguistic forms and modes of expression, depending on situation, communication target and direction of the speaker. The standard also goes with the pragmatic competence that includes the ability to communicate in foreign language in accordance with the development of communication situations and strategies that promote effective communication.
