On June 4, of the current year has been hosted a wide session of the Committee of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan on budget and economic reforms, where has been considered the report of the Cabinet of Ministers of the Republic of Uzbekistan on results of the execution of the State budget of the Republic of Uzbekistan in 2012 and the first chapter of 2013.

In the event took part deputies, leaders of the ministries and agencies, specialists and representatives of mass media information. The session was led by chairman of the Committee B.Iminov.

At session was mentioned, that consequent implementation of prioritized directions of the Conception of further deepening the democratic reforms and forming of civil society in the country, systematic continuation of the reforms in all spheres provides high phases of the economics growth and micro economical stability.

On results of 2012, GDP of the country grew by 8.2%, industrial production - by 7.7%, agricultural production - by 7.0%, the volume of contracted construction works - by 11.5%, the volume of retail trade turnover – by 13.9%.

Measures on multilateral support of exporters and diversification enterprises of the export structure, the active introducing of new foreign markets of product implementation provided increase the volume of export by 11.6 %, positive balance of foreign trade turnover in volume of more than 1.1 billion dollars. In the structure of export ready goods, not raw materials composed more than 70%.

In result of holding active investment policy, modernization, technical and technological re-supplying of leading economics spheres, development of living construction, transport and infrastructure of the communication the volume of introducing investments increased to 14 %. Last year was completed the implementation of 205 large investment projects.

Specially noted, that in result of rational use of investments, successful implementation of the localization programme of tax income to the additional cost on produced goods in the republic increased comparing to 2011 by 17.2 % , that is one of the main results of diversification and economics modernization policy.

Works on stimulation small business development and private entrepreneurship provide the growth of their share in GDP from 54% to 54.6% in 2012. As part of the employment programmes were created about 973,500 new jobs, including those in rural areas - more than 602,400.

It was noted that due to comprehensive interventions for the development of the economy in 2012, the State budget is implemented in accordance with the approved parameters and the reduction of the tax burden on the economy, as well as a surplus of 0.4% of GDP, and the inflation rate did not exceed the established predictive rates.

At the meeting, was stressed that the system implementation of the objective tasks set by the President for the current year, provided a significant positive change in the country\'s economy at the first quarter of 2013. Thus, the GDP grew by 7.5%, industrial production - by 6.0%, agricultural production - by 6.2%, the volume of construction works - by 13.2%.

The measures taken to further stimulation of domestic demand and increase the purchasing power of the population contributed to the growth of retail trade by 13.1%, services - by 9.0%.

In the first quarter of this year, revenues of the State Budget amounted to 5369.6 billion soums (Currency rates of CB from 05.06.2013 1$=2081.59soums), expenses - 5282.9 billion soums, and it is made with a surplus of 86.7 billion soums or 0.4% of GDP.

It was also noted that in report periods of implementation of the State Budget it was focused on the development of the social sphere, that is, education, health, social support, timely financing costs for salaries, pensions, stipends and allowances and other priority payments, providing treasury, the effective implementation of the State budget. The share of social spending in total expenditures in 2012 composed more than 58.9%, the growth of wages of employees of budgetary institutions, pensions, scholarships, grants and other priority payments amounted to 26.5%, real incomes increased by 17.5%. At the first quarter of this year, the cost of social services and social support of the population in total expenditures amounted to 59.2%, while the real income of the population increased by 15.6%.

At the same time, some public institutions have made improper use of funds, financial violations related to the illegal usage. In addition, as a result of non-compliance with payment discipline in some areas there are accounts receivable and accounts payable and arrears to the budget, which has been the subject of criticism from deputies.

In addition, the deputies expressed practical proposals for further increasing the responsibility of ministries and departments, khokimiyats to ensure efficient and targeted use of budget funds, observance of financial discipline in the budgetary organizations and further strengthening of enforcement of the laws \"On Budget System\", \"The treasury execution of the state budget\", \"On Accounting\" and ensuring their full compliance.

The participants of the meeting paid special attention to ensure compliance with local business entities, tax laws and effective use of all created in the field benefits and preferences, optimization of inter-budgetary relations, enhance the revenue base of local budgets, organizations in the areas of economic environment that meet market requirements, further accelerating investment .

The information of relevant ministries and agencies representatives on these issues have been listened, and report on work of the Ministry of Education on eliminations of the shortcomings allowed when providing the execution process of the orders of Cabinet of Ministers from December 21, 2005 \"On approval of the improved payment system of workers of public education\".

In addition, have been considered reasons of increase of the taxes and other obligatory payments at the first quarter of this year in SJSC \"Uzbekenergo\", \"Uzdonmahsulot\" and \"O\'zbekyengilsanoat\" and the work being done on their elimination.
