Uzbekistan developing e-procurement system
New measures to attract small businesses and private entrepreneurship in corporate electronic procurement, competition and ensure transparency in their implementation, optimization of prices of goods and services of natural monopolies will implement in Uzbekistan.
Starting on 1 May 2013, a new order will enter in the country, in which the subjects of natural monopolies, public unitary enterprises and business companies with state shares in the share capital of more than 50% will procure certain types of goods, works and services under one contract in the amount equivalent to US$300m to US$100m through a separate electronic trading on the trading floor, organized by the Uzbek Republican Commodity Exchange (UZEX).
A list of these goods and services will be determined by a specially created government commission. It will also assistance in the implementation of international norms and standards in the process of e-procurement, conduct ongoing monitoring for ensuring transparency in implementation of e-procurement, development and adoption of the necessary measures to promote the development of competition and the improvement of legislation in this area.
Businesses and organizations that carry out procurement should place information on a special web portal UZEX and in the newspaper \\\"Birja\\\" about upcoming procurements not less than 15 calendar days before the date of determination of the supplier, as well as information on the results of the placement of orders for three days the date of the contract. In turn, the commodity exchange will provide free access to this site for information on placing orders, as well as price information, developed on the basis of the highly liquid commodities in the exchange and over the counter markets.
