The deputies considered the response to the Program on implementation of the priorities of industrial development of the Republic of Uzbekistan for 2011-2015
On December 18 in the Legislative Chamber of Oliy Majlis were held a parliamentary hearing on the implementation of programs to address the priorities of industrial development of the Republic of Uzbekistan in 2011-2015. The Deputy Prime Minister of Uzbekistan G.Ibragimov spoke on this matter with the information.

The event was held at the initiative of the parliamentary faction of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan with the aim of critical analysis of the course of execution of the program, development of measures for further improvement of the legislative base for the development of domestic industry, to increase the activity and role of the deputies in this large-scale work, reports the news service of the Legislative Chamber of Oliy Majlis of the Republic of Uzbekistan.

It was noted the implementation of more than 500 investment projects in the industry at the expense of all sources of funding for a total sum of about $50 billion, including 220 projects totaling $41.8 billion in geology, fuel and energy complex, chemical, petrochemical and metallurgical industries were stipulated by the program. Extensive work to improve the competitiveness of industry and reduce the dependence of the economy to changes in the world and the development of structure-forming industries being carried out.

Measures taken to ensure the accelerated development of energy, petrochemical and chemical industries, as well as lowering production costs and own costs of products, allow to make competitive products with high added value, which are in demand in the world market. The implementation of projects aimed at modernization, technical and technological renewal of production, the accelerated introduction of advanced industrial innovation, inner industrial cooperation and localization of production, the further development of small business and private entrepreneurship significantly contributes to it.

In particular, in October of this year 33 investment projects by $4.33 billion, including 11 projects of \"Uzbekenergo\", 6 - JSC \"Almalyk MMC\", 5 - SE \"Navoi MMC\", 4 - \"Uzbekneftegaz \"4 - JSC\" Uzmetkombinat \", 3 - SSC\" Uzkimesanoat\" completed. Their implementation let to increase the power of gas transmission pipeline to 30 billion cubic meters in a year, the production of liquefied gas at 50 000 tons, processing sludge to 5000 tons per year. Power generation, mining and processing of ore increased, the infrastructure of objects expanded and modernized. New and remodeled 271.2 kilometers of high-voltage power lines constructed. The new production of cosmetics, fancy goods and toys, copper and brass foil mastered.

In accordance with the Legislative Chamber approved plan on preparation for the parliamentary hearings was established a working group, comprising representatives of the government, ministries and agencies, prepared analyzes on the results of the issue.

In preparation for the hearing by deputies of the Legislative Chamber Oliy Majlis were held more than 50 meetings and \"round tables\" with the participation of over 1.5 thousand specialists of the field, experts and academic economists, government officials and businesses, the business community, civil society institutions.

The deputies of Legislative Chamber visited a number of industrial facilities of the geology complex, fuel-energy complex, chemical, petrochemical and metallurgical industries. In particular, were studied the state of the program in the field: in the Republic of Karakalpakstan - on construction sites of Ustyurt complex on Surgil deposit, in Kashkadarya region the construction of propane-butane mixture to increase the production of liquefied gas to the UDP \"Mubarek Gas Processing Plant\", the capacity of expansion of Dehkanabad potash fertilizer plant; in Navoi region - at sites of SE \"Navoi Mining\" the construction at thermal power plants, the production of silicon, the production of cosmetic products, in the Tashkent region - at JSC \"Uzmetkombinat\", JSC \"Almalyk MMC\" and several others.

During the discussion of the program on realization of the priorities of industrial development of the Republic of Uzbekistan in 2011-2015, spoke the representatives of all factions of political parties and the parliamentary group of the Ecological Movement of Uzbekistan.

Members of the faction of the Movement of Entrepreneurs and Businessmen - Liberal Democratic Party of Uzbekistan noted that parliamentary control over the implementation of the projects included in the program will increase the efficiency of legislative support of industrial development, the competitiveness of all its systems and enterprises on the basis of modernization, technical and technological renovation of production. They also stressed the need for timely and quality implementation of the investment projects included in the program, with particular emphasis on the further development of cooperation inner-industrial and localization of production, creation of conditions for the rapid development of small business and entrepreneurship in the industry.

Representatives of the faction of People\'s Democratic Party of Uzbekistan drew attention to the fact that the program of one of the main challenges of industry defined \"placement of industrial production in all regions of the country and on this basis to ensure import substitution, job creation and growth of employment of population, increasing incomes and people\'s lives\". This in turn is directly related to the creation of new jobs and raise living standards. Given that in 2013 the country is expected to create more than 972 thousand jobs, the most important task of the executive power in the center and in the field should be monitoring the progress of the program.

Deputies from the Democratic Party of \"Milly Tiklanish\" stressed that guarantee for the success of the program, which is important for a dynamic and innovative industry development; economic competitiveness of the country is educated, modern-minded, intelligent and trained youth. It is important to provide a more in-depth technical specialization of graduates of universities, colleges and high schools, especially in engineering, and telecommunications. You must establish a more efficient interaction of higher and specialized secondary educational institutions with enterprises.

According to members of the faction of the Social Democratic Party of Uzbekistan \"Adolat\" accelerate the development of the country\'s industry, reduce production costs, increase its competitiveness in the world market will promote the use of renewable technologies for power generation, the development of alternative energy sources. They also paid special attention to the reduction of energy consumption of the products, the implementation of projects in this area are included in the program.

Representatives of the parliamentary group of the Ecological Movement of Uzbekistan stressed the importance of the Government\'s measures in the advanced development of high-tech enterprises, the introduction of innovative, environmentally safe and sound technologies. With projects to modernize the industry realized with the environmental regions, the requirements of national legislation in the field of ecology, the environment and public health. In their view, the implementation of projects to reduce leakage of natural gas distribution networks in Surkhandarya, Kashkadarya and Fergana regions, utilization of associated gas fields in North Shurtan, Garmiston and others, can generally provide a favorable environment.
