Committee on Information and Communication Technologies of the Legislative Chamber of the Oliy Majlis held an extended meeting, where the Minister of Cultural and Sport Affairs and Chairman of the State Statistics Committee of the Republic of Uzbekistan informed on the execution of requirements of the laws \"On electronic document\" and \"On electronic digital signature\".

Tasks of extensive use of modern information-communication technologies in the sphere of state and public construction are marked as priorities of the country\'s development in the Decree of the President of the Republic of Uzbekistan of March 21, 2012 \"On measures for further development of modern information-communication technologies\". It directly points to the urgency of the tasks on establishing information systems of automation of government agencies, permissive to improve efficiency and quality of performance of their functions, as well as a list expanding and improving the quality of interactive public services provided by governmental authorities for business entities and public, to ensure broad access of public to relevant information resources, including those in rural areas.

In preparation the parliamentary hearing, committee members learned the activities of central offices and units under the Ministry of Cultural and Sport Affairs and the State Statistics Committee in Tashkent city, Jizzakh and Khorezm regions, conducted analytical researches of informational sites of studied subjects, questioning employees. The result revealed that at present the State Statistics Committee is further provided with a wide range of online government services. Work has begun on creating the official website of additional visualization of basic socio-economic indicators. This will allow visitors of the official site not only to get a standard set of statistics, but also to produce in-line construction of analytical tables, graphs and thematic maps based on socio-economic indicators. In the system of central apparatus of the committee electronic document management system is introduced and effectively used. Projects involving the use of electronic digital signatures are actively implemented.

The Ministry of Culture and Sport Affairs updated websites of central office, regional offices and other subordinate organizations, ensured their continued safe operation. A number of relevant information resources such as Registry of sports facilities and Unified catalog of national museum\'s fund were formed. In order to automate the monitoring schedule of sports events of the Ministry of Culture and Sports Affair, as well as the analysis of holding these events, a computer program SKM SPORT TADBIR was created and implemented. The computer program includes an electronic database schedule of ongoing and planned national and international sporting events and provides analysis, comparison and interpretation of information on the results of the competition and the costs incurred, as well as works on the preparation of various reports in the automatic mode.

Along with the achieved results deputies of the Legislative Chamber of the Oliy Majlis noted a number of facts of improper fulfillment of the requirements of the laws regulating the use of electronic document and digital signature in the activities of the Ministry of Culture and Sport Affairs and the State Committee on Statistics. Suggestions were made on the early elimination of the identified deficiencies, improving the efficiency of office automation systems, providing users with a wide range of interactive governmental services.

As a result of the parliamentary hearing appropriate decisions aimed at unconditional execution of the requirements of the laws \"On electronic document\" and \"On electronic digital signature\" in the Ministry of Culture and Sport Affairs and the State Statistics Committee, as well as improving the legislation and its law enforcement practice were made.
