On March 9, 2012, Committee on Budget and Economic Reforms of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan held an extended meeting with participation of deputies, heads of ministries, agencies and local khokimiyats to discuss the Report on the results of the Accounting Chamber of the Republic of Uzbekistan for 2011.

At the meeting it was noted that the activities of the Accounting Chamber in 2011 was carried out in accordance with the objectives set out by the President of the Republic of Uzbekistan Islam Karimov on January 21, 2011 at the meeting of the Cabinet of Ministers of the Republic of Uzbekistan on the most important priorities of social-economic development in 2011 and implementation of the Anti-crisis program of measures as well as on ensuring stable and consistent economic development, deepening the processes of structural reforms, improve its competitiveness, implementation of modernization, technical and technological re-equipment of production, employment and targeted, effective and rational use of financial resources.

In accordance with the Law of the Republic of Uzbekistan \"On Budget System\", the Accounting Chamber conducted an external audit and evaluation of the Report on the execution of the State budget for 2010, an analysis of main directions of tax and budget policy and the draft State budget for 2012.

The main attention was paid to the role of taxes and obligatory payments in fiscal policy of the state as factors influencing the development of the economy and increasing income of population, the estimation of rightness of forming of profitable part of the State budget in the real economy was also given, especially in the areas and industries, articles and its full execution, accuracy and the formation of basic parameters of the revenue side were analyzed. During the reporting period, the Accounting Chamber carried out control measures on verifying the legitimacy, targeting and effectiveness of spending State budget funds by the number of ministries, departments. Execution of local budgets of Ferghana region and Tashkent city in 2010 and exposures of backlogs of optimization of budgetary costs and their effective use were also checked.

The event has been subjected to severe criticism for the failure of responsible leaders for lack of attention in implementing measures on increasing the search for sources of income of local budgets; it was pointed out that instead of dealing with these issues, inappropriate and inefficient use of funds distinguished from the State budget was admitted.

It was emphasized that the materials on identified offenses and shortcomings, as well as damage caused to the State budget are sent to law enforcement agencies.

Participants of the meeting paid particular attention to the discussion and analysis of causes of deficiencies identified by the Accounting Chamber and financial offenses and actions taken to address them.

During the discussion, deputies emphasized that ministries, departments and local khokimiyats do not principally apply in addressing the causes of deficiencies and violations identified by the Accounting Chamber, particularly on the issues of the efficient use of budget funds and on ensuring the execution of local budgets are showing irresponsibility.

Deputies specifically mentioned ministries, departments and local khokimiyats, which were audited by the Accounting Chamber, the need for rational use of opportunities, as a result of attractive economic environment created in a country.

At the meeting, suggestions and recommendations were made on further strengthening control activities carried out by the Accounting Chamber in implementing the Anti-crisis program of measures, objectives on ensuring economic performance of industries, sustainable economic development, as well as targeted, effective and rational use of budgetary funds.
