INTERNATIONAL CONFERENCE ON CULTIVATING AN
EDUCATED GENERATION TO BE HELD IN TASHKENT, UZBEKISTAN
Washington, D.C., February 6, 2012 – On February 16-17, 2012, by the initiative of the President of Uzbekistan Islam Karimov, the International Conference “The upbringing of an educated and intellectually advanced generation as the most important condition of sustainable development and modernization of the country” will be held in Tashkent. The gathering will focus on one of the priorities of the state policy in Uzbekistan – the preparation of an educated and intellectually developed generation of people.
The goal of the conference is to inform the international community about the achievements of Uzbekistan in the field of education during the years of Independence; the role of government in the preparation of highly qualified and needed personnel; and to determine the prospects for further development of continuing education and the upbringing of a well-cultivated generation.
The detailed information about the current National Program for Personnel Training, developed under the direct leadership of President Karimov, will be provided during the Conference.
The Government of Uzbekistan defines the progressive development of continuing education as a strategic priority. This principle position, as well as the rights of every citizen to a quality education, are guaranteed by the Constitution and the Law of the Republic of Uzbekistan, “On Education.”
The National Program for Personnel Training, which is recognized by international specialists as unique and future-oriented, is the basis of the government policy on the development of educational and intellectual potential of society. It is addressed to create the legal, organizational and substantive conditions for radical reform of the education system, taking into account democratic and market reforms held in the republic.
The main tasks and directions of the phased implementation of the National Program are:
Reforming the education system in accordance with the Law of the Republic of Uzbekistan, “On Education” to ensure its ongoing development as a unified educational-scientific-industrial complex on the basis of rational organization of various educational institutions and forms of education, creating a competitive environment in education and training;
Linking education and training with the changes taking place in society and the creation of a developed democratic state and civil society;
Introduction of effective forms and methods of spiritual and moral upbringing of students and education;
Ensuring the effective integration of education, science, and industry;
Development of mutually beneficial international cooperation in the field of personnel training.
The Conference discussions will also encompass the following topics: the process of ongoing development of professional training; links between education and science; requirements of employers to the qualification of graduates and specialists; adaptations of the graduates of high schools and colleges to the conditions of a labour market; and the role of information and communication technologies in the educational process.
Uzbekistan ranks first among the CIS countries, which have accepted at the level of the law and successfully realize the large-scale, scientifically proved, original National Program for Personnel Training.
The Republic of Uzbekistan has carried out the transition to 12-year compulsory education, created the system of secondary special and professional training, aimed at preparing young specialists that don’t have analogues in the international educational practice.
At the present stage, the efforts of Uzbekistan in the sphere of higher education are concentrated on improving the material and research potential of high schools, the growth of professionalism of faculty, and the refinement of the higher education program. These issues were also noted at the session of the Cabinet of Ministers of the Republic of Uzbekistan on January 19, dedicated to the results of social and economic development of the Republic for 2011, and to the major priorities of sustainable development of the economy in 2012.
The state programs in the sphere of education are carried out in close mutually beneficial cooperation with well-known international organizations, the funds established in the countries, and the leading scientific and educational centers.
The plenary and sectional sessions will include the participation of representatives of the international organizations, including the World Bank, UNDP, Islamic Development Bank, the German service on the academic exchanges, heads of education organizations from the U.S., Great Britain, France, Germany, Spain, Japan, South Korea, China, the Russian Federation, Canada, Singapore, Italy, and other countries. They will be joined by prominent scientists and experts in the world’s scientific and educational centers.
The participants of the Conference will have a chance to visit schools, the academic lyceums, professional colleges, and the higher education institutions of the Republic of Uzbekistan to become familiar with their activities; witness the positive transformations; and to exchange experiences and opinions on the achievements of Uzbekistan to prepare the next generation of students for academic and professional success. The State’s role on reforms in education and the broad spectrum of problems related to continuing education in the world will also be discussed.
During the Conference, the participants will engage in a special tour to experience the rich culture, art, and historical heritage of Uzbekistan, exploring the capital and the ancient cities of Samarkand, Bukhara, and Khiva.
