On the invitation of the President of the Republic of Uzbekistan Islam Karimov on July 21-23, 2008 the Emir of State of Kuwait Sheikh Sabah al-Ahmad al-Jaber as-Sabah paid an official visit to Uzbekistan.

According to the Ministry for Emergency Situations, at night of July 10, 2008 at the rocket and artillery depot of the Ministry of Defense’s military unit located in the Kagan Province of Bukhara region the inflammation occurred that caused fire and explosion of ammunitions.

The Institute for New Democracies was awarded official registration for its Branch in Uzbekistan for an unlimited time period “to assist in implementing democratic reforms in the Republic of Uzbekistan through education, policy research, and practical assistance to governmental institutions and civil society”. The state registration certificate, in English and Uzbek, was signed by R.Mukhitdinov, Minister of Justice of the Republic of Uzbekistan.

On July 3, 2008, the Kengashs (Councils) of Legislative Chamber and Senate of Oliy Majlis of the Republic of Uzbekistan adopted the Joint Resolution “On measures to strengthen support of non-state non-profit organizations, other institutions of civil society”.

On July 2, 2008 the Ministry of Justice of the Republic of Uzbekistan presented a State Registration Certificate to the branch of “Institute for New Democracies, Inc.” in Uzbekistan. The main purpose of Institute’s activity is to assist in implementing democratic reforms in the Republic of Uzbekistan through education, policy research and practical assistance to governmental institutions and civil society. The period of activity is not limited.

In 2008 the international community will celebrate the 60th anniversary of adoption of the Universal Declaration of Human Rights which has secured the main democratic principles and requirements in the sphere of observing the human rights and freedoms and has become a political and legal framework for establishment of an entire system of international law in this area.

On April 29-30 this year Tashkent hosted the International Conference on security and sustainable development in Central Asia “Peace and stability in Afghanistan: ways and methods of achieving them”.

New grandiose project of the Fund Forum of Culture and Arts of Uzbekistan – Festival of Traditional Culture “Asrlar sadosi” (Echo of Centuries) will represent diversity of national traditions and customs, applied arts and national cuisine, unique intangible heritage of Uzbekistan.

The delegation of Ombudsman of Spain Kingdom headed by the Defensor Del Pueblo Mr. Enrike Mugica Herzog, which is currently being in country on return visit to Uzbekistan took part in the international conference on «Activity of the Ombudsman in protection of Human Rights: experience of Spain and Uzbekistan», organized by the parliamentary Ombudsman in Cooperation with national partners on April, 18th, 2008, which is devoted to the 60th anniversary of the Universal Declaration of Human Rights.

Recently some biased non-governmental organizations such as Environmental Justice Foundation (UK), Association for Human Rights in Central Asia (France), International Working Group on Peace Protection (Germany) as well as some foreign mass-media, in particular, the Swedish TV, BBC have been disseminating false and fabricated allegations about “mass use of forced child labour in the agriculture of Uzbekistan”.

Dear Mr. Chairman, Distinguished heads of states and governments! Ladies and gentlemen! With your permission I would like to very briefly dwell on the issues of prospects of cooperation of Uzbekistan with NATO in the framework of “Partnership for Peace” Program, as well as our vision of prospects on stabilization of situation in Afghanistan.

The Government of Uzbekistan pays substantial attention to the dangers posed by illegal migration of citizens abroad with the purpose of exploitation and concrete measures to prevent it have been undertaken.

On December 23, 2007 Uzbekistan will be holding presidential elections. For over years of independence the legal foundations for free democratic elections have been established in the country. They fully meet the international standards and promote realization of free expression of will by citizens. The Constitution of Uzbekistan, the laws ?On guarantees of suffrage of citizens?, ?On elections of President of the Republic of Uzbekistan? and other legislative acts guarantee the suffrage of citizens.

According to the submission of the President of the Republic of Uzbekistan due to 15th Anniversary of the Constitution of the Republic of Uzbekistan, and guided by the principle of humanism, and based on Item 10 of the Article 80 and Item 23 of the Article 93 of the Constitution of the Republic of Uzbekistan, the Senate of Oliy Majlis of the Republic of Uzbekistan Decrees:

On December 8, 2007 Uzbekistan will celebrate 15th Anniversary of its Constitution Day. The Constitution has laid legal basis for formation of modern political and economic system, legal democratic and social state in Uzbekistan. It guarantees wide spectrum of human rights and freedoms.
