Large scale reforms in public health for 20 years of independence
For the years of independence, impressive results have been achieved in implementation of foreground tasks in strengthening the health of the nation, bringing up physically and spiritually developed young generation.
As in all industries, the health care system underwent major reforms, a structure of health care that meets international standards has been created. A State Program on health care reforming has been launched in accordance with the Decree of the President dated 10 November 1998.
This was stated at the press conference organized on 21 June in the National Press Centre at the initiative of the Health Ministry. During the event, journalists have received answers to their questions.
The main objective of the State Program is the creation of own national models of medical care, training of highly qualified medical staff, provision of public health services at international standards.
Advanced forms and methods of medical services were introduced to health care system due to implementation of this program. Primary health care institutions, in particular, rural medical points, also strengthened, radical improvement was achieved in the protection of motherhood and childhood, the system of emergency medical services, medical training, pharmaceuticals also developed.
Dozens of new medical facilities, hospitals, health centers were built on standard projects in towns and villages. The main value of the reforms is that they focus on promoting human health, increasing life expectancy and its quality level.
A convincing example of this is the creation of rural medical centes (RMCs). Thus, 2,380 RMCs were equipped with medical equipment worth $11 million within the framework of Health-2 medical program. Laboratories of 90 regional medical unions were equipped with diagnostic equipment nd X-ray machines worth a total of $670,400.
234 RMCs were provided with modern dental equipment. They operate about 680 stationary pharmacies. Health stations are fully staffed with medical professionals of high and middle class. They are being consulted by over 7,000 experienced highly qualified experts of national specialized centers, major medical institutions and higher educational institutions of the country.
Consistent implementation of reforms, the creation of a new system of emergency medical services, national specialized centers is of historical importance for our country.Currently, high-quality medical services at the world standards are provided by 12 branches of the National scientific center for emergency medical assistance, and its 173 branches in cities and regions. For the last a year and a half, 110 specially equipped Hyundai cars were extended to strengthen their material-technical base.
One of the major trends in health care is a fundamental improvement in maternity and child health. The Resolution of the President \"On additional measures to protect the health of mother and child, form a healthy generation\" dated 13 April 2009 increased the efficiency of work in this direction.
The document covers such important aspects as the protection of maternal and child health, the organization of a wide range of measures in the family and society to improve reproductive health, the formation of physically and spiritually mature generation.
To be noted, highly effective network of medical institutions focusing on the protection of maternity and child health was created in Uzbekistan for the last years. Thus, over $4 million were extended for maintaining screening centers opened in all regional centers and in Tashkent. Last year, over 106,000 mothers-to-be underwent examination in those screening centers.
The network of regional perinatal centers is also actively developing. Moreover, 11 perinatal centers were opened over the last ten years. In 2010 they provided their services to over 158,000 mothers and children, i.e. ten times more as against 2000.
The Resolution of the President \"On additional measures to improve reproductive health of mothers and children in rural areas of the country\" dated 22 July 2010 plays an important role in strengthening the health of the population.
According to this document, 8 billion soums were extended from the state budget for the purchase of special multivitamins. Thus, Uzbekistan is one of the world\'s first states to to introduce the practice of providing women with free multivitamins for their health. This proves once again that a man is the ultimate goal of all reforms in our country.
Authoritative international organizations recognize the success of reforms in our country. Thus, the World Health Organization (WHO) highly estimated Uzbekistan\'s national model to protect mothers and children, and recommended it as an example to the developed countries of Europe.
To our pride, such dangerous infections as typhoid, anthrax, cholera and poliomyelitis have been completely eliminated in our country. As WHO experts recognize, Uzbekistan preserves stable epidemiological situation. In 2002 Uzbekistan received a certificate of the WHO, indicating that the country is a zone free of poliomyelitis.
It is well known that the level of medical services is defined by average life expectancy of the population of this country. The world community recognizes that this index in our country increased significantly.
At the plenary session of the UN General Assembly on the Millennium Development Goals, the President Islam Karimov noted that maternal mortality in the country declined twice, and the infant mortality rate decreased three times. Over the past 20 years, average life expectancy increased from 67 to 73 years, while female life expectancy increased to 75 years.
The volume of budget funds extended for further improvement of health care system also increases from year to year. Thus, 1.7 trillion soums were allocated for the development of the medicine in 2010.
Following the Investment Program, 100 medical institutions of national and regional importance will undergo reconstruction and repairs in 2011. The majority of those objects will be put in operation by the 20th anniversary of our country.
It is also planned to completer the repairs and technical equipping of endocrinology, phthisiology, pulmonology centers and Scientific Practical Center for Pediatrics. Along with it, a new world class cardio surgery center will be opened at specialized surgery center.
Impressive results were achieved as a result of reforms in pharmacy. The Resolution of the President of Uzbekistan \"On the Program of modernization, technical and technological re-equipment of pharmaceutical institutions for the period until 2011\" became the main guide for the implementation of large scale plans and measures in this direction.
To compare, less than 50 types of medicals were produced in our country before the Independence. Today, 120 pharmaceutical companies of the country produce over 1,000 medicals and medical devices. For the last years, Uzbek scientists invented over 30 types of new medicines that have no analogues in the world.
